A clear, step-by-step process under Cape Town’s CID by-law.

1. Form & Prepare

  • ✅ Form Steering Committee of property owners
  • ✅ Draft proposed CID boundary map
  • ✅ Compile motivation & area problem statement
  • ✅ POPIA compliance confirmations
  • ✅ Submit initial documentation to Executive Director
  • ✅ City acknowledgement of submission

2. Approval to Proceed

  • ✅ City verifies proposed CID area
  • ✅ City checks municipal payment compliance (≥95%)
  • ✅ Draft property database issued by City
  • ✅ Steering Committee submits corrections
  • ✅ Final verified property database issued
  • ✅ Executive Director approval to proceed

3. Business Plan Development

  • ✅ Conduct Urban Management Survey (minimum 20%)
  • ✅ Engage City departments on service gaps
  • ✅ Draft CID Business Plan (Schedule 1 & 4)
  • ⬜ Prepare budget, levy model & implementation plan
  • ⬜ Submit draft Business Plan to Executive Director
  • ⬜ Business Plan approved for public participation

4. Public Participation Plan (PPP)

  • ⬜ CID legally established (effective 1 July)

Proposed Boundaries

The boundary of the Oakdale Community Improvement District extends along the eastern side of Bellville, covering a primarily residential and commercial area of approximately 1.56 km².

  • North: N1 highway from the VRCID boundary to Bill Bezuidenhout Ave bridge. A section of Blomtuin that is surrounded by Jakaranda Street, Bill Bezuidenhout Drive and the N1 is included in the northern part of the Oakdale CID boundary.
  • East: Bill Bezuidenhout Avenue southward to Chrisma Street
  • South: Along Chrisma Street / Maree Street meeting the VRCID boundary
  • West: VRCID boundary northward back to the N1

Exact property list and final map will be refined during the formal process with the City of Cape Town.
